What is the constant current LED bar

The constant current LED bar means that the LEDs are drove by the constant current. The LEDs' driving current is fixed like 0.70A  or 0.35A, but their voltage varies with the quantities of LEDs.
The constant current LED bar does not need regulating resistors. So it is more energy saving than the constant voltage LED bar.
The constant current LED bar has no drop voltage, which means that the brightness of LEDs from the very beginning to the end of the led strip is almost the same.  
The constant current LED bar avoids violating the maximum current specified for the LEDs, therefore avoiding burnout/thermal runaway. It is easier for designers to control applications, and help create a light with more consistent brightness.
